What’s new in UPSC CSE 2026? No second chance for serving IAS, IFS officers; stricter rules for IPS, Group A candidates

The Union Public Service Commission (UPSC) has introduced strict restrictions in its Civil Services Examination (CSE) 2026 notification, significantly limiting re-attempts for candidates already allocated to services. Serving IAS and IFS officers are barred from appearing in CSE 2026. The notification also places conditions on IPS officers and candidates allocated Group ‘A’ services who wish to improve their rank in the next attempt. The move formalises a one-time improvement window and closes earlier gaps that allowed repeated attempts without resignation. Here is a clear explanation of what the new rules mean for aspirants.

Serving IAS and IFS officers cannot appear in CSE 2026

The notification clearly states that any candidate who has been appointed to the Indian Administrative Service (IAS) or Indian Foreign Service (IFS) based on an earlier examination and continues to be a member of that service will not be eligible to appear in CSE 2026.

The restriction applies at all stages. If a candidate is appointed to IAS or IFS after the Preliminary exam but before the Main exam, they cannot write the Mains. If appointed after the Mains has started but before the final result is declared, they will not be considered for allocation under CSE 2026.

This effectively blocks serving IAS and IFS officers from taking the exam again unless they resign.

IPS officers cannot opt for IPS again through CSE 2026

Candidates who have already been selected or appointed to the Indian Police Service (IPS) through an earlier examination cannot opt for or be allocated IPS again through CSE 2026.

However, they may still compete for other services, subject to eligibility conditions. This restriction is service-specific and does not completely bar them from the examination.

One-time improvement chance for CSE 2026 selected candidates

Candidates allocated to IPS or a Central Service Group ‘A’ through CSE 2026 will be allowed to appear in CSE 2027 as a one-time opportunity, provided certain conditions are met.

They must obtain exemption from joining training for the 2026 allocation. This exemption will be granted only once to allow them to appear in CSE 2027. If they neither join training nor take exemption, their 2026 allocation will stand cancelled.

If recommended again in CSE 2027, they may choose either the 2026 or 2027 allocation. The other allocation will be cancelled. If they do not get allocated any service in 2027, they may join the 2026 service. Failure to join training in either case will lead to cancellation of both allocations.

The notification also makes it clear that such candidates cannot appear in CSE 2028 or any later examination unless they resign from service.

Special provision for candidates allocated through CSE 2025 or earlier

Candidates allocated to any service based on CSE 2025 or earlier will be given a one-time opportunity to appear in either CSE 2026 or CSE 2027 without resigning. However, to appear in CSE 2028 or beyond, resignation from the allocated service will be mandatory.

With these changes, UPSC has formalised a structured improvement window and limited repeated attempts after service allocation. Aspirants currently in service must now carefully evaluate their options before planning another attempt.
